Second, this restriction policy is not like the policy of prohibiting foreigners from buying in 2011, but the foreigners can buy a set of policies 杭州限购前疯狂一夜:销售拿POS机赶往上海签单   杭州限购前夜,外地购房者疯狂网签   今起,杭州限购范围内暂停向有1套及以上住房的非本市户籍居民家庭出售住房   昨天杭州楼市创造了单日3265套的杭州市区商品房销售纪录   本报记者 史一方 任思思 江嘉宜 王佳骏   继今年的“房价四小龙”苏州、厦门、合肥、南京等热点二线城市先后出台楼市调控政策之后,杭州也伸出了调控之手。昨天,杭州市住房保障和房产管理局公布了《杭州部分区域实施限购政策》,宣布自9月19日起实施住房限购,在市区限购范围内暂停向拥有1套及以上住房的非本市户籍居民家庭出售住房。   这一限购政策被业内视为“温和的限购”,但可以给楼市的虚火降降温,防止因为外地投资客的投资、投机需求急速升温而影响杭州楼市的健康。   不过,限购前夜外地购房者疯狂签约,杭州透明售房网统计,杭州市区(含余杭、萧山)创造了单日商品房销售3265套的历史纪录。二手房签约同样创了历史新高,共计1840套。   限购针对外地投资客   抑制投机和炒房   国家统计局公布的7月“70个大中城市住宅销售价格变动情况”显示,杭州同比涨幅19.1%,位列全国第八。近期,杭州成为全国的“网红”,外地投资客来杭买房的需求急剧升温,并出现了投机的苗头,甚至传出有外地投资客一人购买50套房,市场有点刹不住车。   昨天,杭州市住房保障和房产管理局公布了《杭州部分区域实施限购政策》,宣布自9月19日起实施住房限购。限购政策明确,在市区限购范围内暂停向拥有1套及以上住房的非本市户籍居民家庭出售住房,包括新建商品住房和二手住房。限购范围为上城区、下城区、江干区、拱墅区、西湖区、杭州高新开发区(滨江)、杭州经济技术开发区、杭州之江国家旅游度假区、萧山区、余杭区。限购时间明确,新建商品住房以网签平台商品房买卖合同签订时间为准;二手住房以网签平台房屋转让合同签订时间为准。   这意味着,外地购房者只能在杭州买一套房,一定程度上抑制了投机和炒房,给楼市虚火降降温。而本地购房者不限购,他们的自住及改善需求都能得到满足。   房产专家:   这是个温和的限购政策   在浙报传媒地产研究院院长丁建刚看来,这是一个意料之中的政策。“杭州市的限购政策可以理解。第一,市场若急剧升温则有可能失控。第二,这一限购政策并非如2011年对外地人的禁购政策,而是外地人可以购买一套,限制投资性的多套。这一政策出台后,对市场会有适度降温的作用。但未来杭州市场的走势,仍不仅仅取决于杭州市场,而是要看全国一线城市和部分二线城市的形势发展,要看货币政策和其他政策的变化。”   浙江工业大学房地产研究所虞晓芬教授认为,杭州房地产市场已经出现了过度投资、投机的“苗头”,这会提高杭州生活、创业的成本,降低城市吸引力,不利于杭州的长远发展。   杭州透明售房研究院院长方张接认为,近期杭州房价上涨明显,但无论是与过去几年的纵向比还是与长三角其它城市的横向比,涨幅尚在可控范围。因此,这次出台的政策一方面反应及时,另一方面还是相对温和,更多地释放了政府促进市场健康稳定发展的意志和信号,也留出未来进一步政策操作的空间。今年来杭购房的外来购房群体当中,74.6%的人购买了一套,25.4%左右的外来购房者购买了两套及两套以上的商品住房,因此,就短期的实际影响而言,对市场的冲击不会太大。   开发商:   拿POS机去上海刷卡   对投资和投机需求的打压,会影响到一些开发商的业绩。但他们也认为合理挤压泡沫是好事,有利于楼市的长期健康发展。   金茂府营销总监黄津程认为,从政策内容来看,目的在于精准打击外地投资、投机需求。“这一点是有必要的,目前没有限贷,只针对外地人限购,也是合理挤压一些泡沫。而且从目前杭州的涨幅、城市能级来看,未来房价还有发展空间,如果没这个政策,这些涨幅就会在短期内被透支掉,反而不利于楼市的长期发展。”黄津程说。   天阳置业副总经理石焱认为,近段时间,杭州楼市中的外地客户量确实比较大,投资客比例如果过高,也是不正常的。“此时出台这样的限购政策,对于整个市场有利。首先,杭州不是全面限购,外地户籍如果在杭州无房,还是可以买的,我们的外地客户中,有百分之六七十的比例都是在杭州无房,所以总体影响不大。”   不过,在限购前夜,为了冲业绩,开发商纷纷通知外地客户赶紧签约。甚至有开发商拿着POS机,赶到上海让客户刷卡。   购房者:   有人连夜下单,有人选择放弃   限购政策出台后,昨天有外地投资客抢时间赶紧入手,也有人考虑再三选择了放弃。OGURO(网名)和小凯是两位宁波的绿城球迷,昨天来杭看绿城与上港的中超比赛,顺便看看房子。没想到就在比赛开始前的晚饭时间,这份针对外地人买房的限购令出台了。   OGURO看好杭州的城市发展,尽管开始调控,他也相信杭州住宅依旧有投资价值。小凯则认为,现在去买房,也许会被“套牢”。最后小凯继续去看球,而OGURO将球票送给了朋友,赶去买心仪的房子。   一位万科某楼盘销售告诉记者,在限购令出台后,有客户急急忙忙下单,饭都没吃就马不停蹄赶来签合同,也有人选择了放弃,觉得楼市前景变得扑朔迷离。   9月19日起实施的住房限购政策中,二手房的限购开始时间与新房一样,以网签平台房屋转让合同签订时间为准。记者在我爱我家签约中心现场看到,坐满了等待签约的购房者,其中不乏得到通知临时赶来签约的买家,有的由于买家在外地,则让委托人赶来办理。相比网签区,签订合同处的购房者更显焦虑,要凭号子才能排队签约,签完约了再去办理网签手续。   无论是新房还是二手房,昨夜都上演了网签的“生死时速”。杭州透明售房网上的成交记录几乎每分每秒都在刷新。截至今天凌晨零点,主城区成交999套,余杭区成交1365套,萧山区成交882套,大江东19套,创造了杭州市区商品房单日成交历史纪录。二手房成交达1840套,同样创历史新高。   部分热点二线城市调控政策   合肥:限贷。拥有一套住房且房贷已结清,或有一次贷款记录的,首付比例为40%;名下有一套房产且贷款未结清,购买二套首付比例为50%;而名下有两套及以上住房,有贷款记录或贷款已还清,或者只结清第一次购房贷款记录的,首付比例为60%;第三套及以上购房者再购房则无法使用住房公积金贷款。   苏州:外地购房者限购。非本市户籍居民家庭申请购买第2套住房时,应提供自购房之日起前2年内在苏州市区累计缴纳1年及以上个人所得税缴纳证明或社保缴纳证明。   南京:限贷。自8月12日起,对拥有一套住房且相应购房贷款已结清的居民家庭再购房,最低首付款比例由“不低于30%”调整为“不低于35%”(除高淳、溧水);对拥有一套住房且贷款未结清的居民家庭再购房,最低首付款比例由“不低于45%”调整为“不低于50%”(除高淳、溧水);对三套及以上住房禁止发放贷款。   厦门:限购。暂停向三类居民家庭销售建筑面积144平方米及以下的新建住房或二手房:拥有2套及以上住房的本市户籍居民家庭;拥有1套及以上住房的非本市户籍居民家庭;无法提供购房之日前2年内在本市逐月连续缴纳1年以上个人所得税或社会保险证明的非本市户籍居民家庭。    来源:钱江晚报 进入【新浪财经股吧】讨论相关的主题文章:
